SALEM, Ore. - Gov. Ted Kulongoski says he will not delay the implementation of tougher state rules to obtain a driver's license. Hispanic groups submitted 5,000 petition signatures to the Driver and Motor Vehicle Services Division in Salem this week, asking for a one-year delay.

ST. PAUL (AP) - The state Department of Public Safety is investigating the improper access of its driver's license database by 2 of its employees. The department says in a news release that the records of nearly 400 people were accessed.
