The National Communications Commission (NCC) has held up issuing Tai Yi Digital Broadcast a digital audio broadcast (DAB) operating permit because Tai Yi's two major shareholders, Taiwan Mobile and E-Ten Information Systems, have foreign investors, according to industry sources.
